Move testing data files to system/timezone This concentrates all the data files in system/timezone and means when format changes occur they mostly occur in system/timezone. Bug: 31008728 Test: Manual Change-Id: I002a45651d23eba5aff6bf30d4d72e4ea5bf9f1d
