Ensure that sandbox cannot request permissions Adds an instrumented test that verifies that the SDK sandbox cannot directly broadcast to PermissionController to request a permission. This broadcast should throw a SecurityException in SdkSandboxManagerLocal, as it is not on the allowlist.
