Add an IpClientIntegrationTest The test sets up a tap interface and starts IpClient on it. It currently only tests that DhcpClient starts sending discover packets. Test: atest NetworkStackIntegrationTests Test: atest NetworkStackTests Change-Id: I99b135974af758ad5255f06bef6121e85ab62ffe
