Deflaky testIgnoreIpv6ProvisioningLoss_disableAcceptRa.
Although restoring the accept_ra to 2 even after IPv6 default route has
lost isn't aligned with the expectation, firstly fix the flaky test by
keeping the test behavior aligned with the current implemenation, which
proves the interface that's not in the IPv6 link-local mode always
processes the following RA after restarting IPv6 stack.
