Move files from statsd to statsdatom CTS module

Moving these tests, before modifying them to use the helper test
library, will help preserve git history.

The helper files are copied and not moved because the old module uses
them too, and we should preserve history there. Preserving history for
those files (e.g. AtomTestCase, DeviceAtomTestCase, etc.) in the
statsdatom module is pointless because they will be deleted once the
tests start using the new helper test library.
