Fix bugs on Lychee CP2 part. 1) If backup_id is updated (or created by sync adapter), re-notify metadata network if there's dirty change before. 2) If backup_id is created by focus sync adapter and there's metadata in metadata_sync table, merge them for the new backup_id.
