Implement cache clearing policy in TranscodeHelper Implement naive cache clearing policy by simply traversing the transcode cache directory and deleting files until the required number of bytes are freed. Test: m Bug: 181846007 Change-Id: I9b1718eba954b6ca03fb2fea16aa3f909b3df17b
