Enable PhotoPicker tests in presubmit

* Add e2e test for photopicker uri for single select flow.
* Remove @Rule as we want different setup for different tests.
* Remove @Ignore to add presubmit coverage.
* Add generic test for gif and video. Follow up CLs will have more
tests.
