Use SPECIAL_FORMAT column value in PhotoPicker

Also, add utility method isMotionPhoto() to prepare for UI integration
of special format column.

Ignore GIF badge UI test, as it requires actual GIF file (instead of
just an extension). The test coverage will be re-added in a follow
up change tracked by the same bug.
