Create GUI to remotely actuate Vehicle HAL Allows simulation of car events in real time by actuation of a Qt GUI on the attached work station. Test: Shift from park to reverse while EVS is running on the target Change-Id: I0f514668ace0029d077bca72002f3570572a5e77
