Add sepolicy to allow apps to access Car Service
Recently we added synchronious API that allows to access Car Service via
ServiceManager. This issue didn't come up for a while as we've been
using bat/hawk which were running in permissive mode. Also, most of the
apps were continued to use old API which is now marked deprecated.
Test: try to call this api on the build with selinux enforcement
