Set car-usb-handler by default Currently all automotive builds include CarUsbHandler apk, but it misses the framework configuration to be triggered when USB devices attached/detached. Bug: 129151072 Test: m -j Change-Id: I34831b8ef1c4eb105026deea5b08f7b3448e8ffb
