set cluster display port address through system properties
- If no display matches, do not start cluster on physical display.
Bug: 131628286
Test: Set property and confirm cluster is launched / not launched.
ex) adb shell setprop persist.car.cluster.displayport 1 to enable
adb shell setprop persist.car.cluster.displayport 0 to disable
