Remove commented out explicit evs service start commands

Explict service start commands were envisioned for the .rc files
associated with elements of the EVS stack.  However, the default
behavior associated with the class definitions already present in the
.rc files is sufficient.  Overrides to get these services to start
earlier, when necessary, will instead be added to platform specific .rc
files.
