Add long-running recurring I/O overuse kitchensink test.

- This test is required to perform recurring I/O overuse in test
vehicles where shell access is not available.
- Make the test dependent on the app foreground or background state. So,
it can fetch the correct disk I/O quota when the app is moved to the
background.
  - This is required because the long-running test takes few minutes to
  complete and the user can switch the app to the background while the
  test is running.

Test: Ran the kitchensink tests and verified the test completed
successfully. Verified that watchdog kills the app on recurring overuse
and after the display is turned off.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
