Post task to disable I/O overusing apps only on no user interaction.

- When CarWatchdogService detects recurrently overusing apps, it
starts posting performOveruseHandlingLocked task until the app is
disabled.
- But apps are not disabled until display is turned off. Thus
CarWatchdogService posts this task once every 1-2 minutes until the
display is turned off. This adds unnecessary performance overhead.
- Ergo, post performOveruseHandlingLocked only when the ux condition is
met to either post user notificaitons or disable apps.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
