Implemented CarVendorExtensionManager
Also, some refactoring like omitting excessive
synchronization and reworked takeSupportedProperties from
being exception driven in PropertyHalServiceBase.
Change switch/case statement to SparseIntArray, it has
some maintanance and performance benefits.
