Create CarSystemUIEvsRRO
This CL creates CarSystemUIEvsRRO that allows to change the EVS camera
preview activity in runtime. By default, this CL configures it to use
CarEvsCameraPreviewActivity.
Also, this CL introduces a new ENABLE_CAREVSSERVICE_SAMPLE build
variable. When this variable is set as true, CarSystemUIEvsRRO and
CarEvsCameraPreviewActivity will be built.

Test: Request to launch the preview activity with below command:
> adb shell cmd car_service inject-vhal-event 0x11410f10 0,1

Native (C++) code format is required to be compatible with .clang-format file. Run
git clang-format --style=file --extension='h,cpp,cc' HEAD~
Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
