Add a method to handle user start/stop events

- Watchdog server should be able to handle user start/stop events,
because processes of stopped users are not of interest to Watchdog.
- System server (CarServiceHelperService) will call this method to
notify Watchdog server of user state change.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
