fix wrong event dispatch handling - as volume listener is not there, focus change was not notified. - remove local queuing completely and dispatch when there is listener. - no point in queuing as upper layer can get the state. bug: 27854581 Change-Id: I3a77098e85af885ad98cccf407991b22f96852af
