Add a command to override the target camera device

This change adds a car_service command to allow the developers to
override the target camera device for CarEvsService's rearview feature.

Below command sets a target camera device as /dev/video11:
$ adb shell cmd car_service set-rearview-camera-id /dev/video11

And, this command sets a target camera device back to the default
device:
$ adb shell cmd car_service set-rearview-camera-id default

Test: Run above commands and start the rearview activity by injecting
      events

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
