Don't enable a disallowed power transition. A previous CL mistakenly enabled the transition from SHUTDOWN_PREPARE to ON. This transistion is invalid and should remain disabled. Fixes: 129276255 Test: atest com.android.car.CarPowerManagementTest Change-Id: I5c2482745e4af2fc72cb58a17bf742ee328ecb89
