Temporarily ignoring testSecuredGuestUserResumeToSameUser

This test is esporadically vailing with INSTRUMENTATION_FAILURE, leading
the whole AndroidCarApiTest test execution to halt. Will ignore this
test, so we can enable AndroidCarApiTest for the Fix It.

Test: atest AndroidCarApiTest --acloud-create "--build-id 7445406 --build-target cf_x86_auto-userdebug_coverage"

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
