Update EVS selinux policy

- Allow evs_manager to use the graphic allocator for the graphic buffer
  usages.
- Allow evs_driver to access EGL files.
- Add missing permision for automotive_display_service to evs_driver.
- Allow surfaceflinger to perform the binder IPC to
  automotive_display_service.

Bug: 199739880
Test: Run /system/bin/evs_app and confirm no selinux audit message for
      evs_* and automotive_display_service contexts.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
