Retry set/get resource overuse configurations CarService APIs.

- When the daemon is not available,
  - The set request will be cached in memory and retried when the daemon
  is connected.
  - The get request will wait for 3 seconds before throwing exception.
- When a set request is already cached in memory and another set request
is received, exception is thrown for the latest set request.
- Added unit tests to test the behavior with daemon crashing and restarting.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
