Fix a bug where the locale was not switching properly for user-10. - This was happening because persist.sys.system_locales is meant to be either null or non-empty string. But InitialUserSetter was setting this to an empty-string as received from HAL which was creating problems when switching from some other user to user-x. Fix: 179311808 Test: atest InitialUserSetterTest. Manually tested by creating another user, moving it to some RTL locale and then switching back to user-10. Native (C++) code format is required to be compatible with .clang-format file. Run
git clang-format --style=file --extension='h,cpp,cc' HEAD~
Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
