Handle a timeline creation failure

When the system does not support sw sync, EVS does not support a logical
camera device.  Also, instead of a fence-based frame delivery, EVS uses
v1.0 frame delivery logic to forward frames to v1.0 and v1.1 clients.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
