Add display state dependent behaviors

This CL implements below behaviors in CarEvsService.
- When the default display is turned on, CarEvsService requests the
  system's EVS viewer if the system still requires the rearview; for
  example, the gear is in the reverse position.
- When the default display is turned off, CarEvsService stops an active
  video stream.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
