Power policy off overrides user setting

- When power policy turns off a component, a component is actully turned
off and a user cannot modify its power state at Setting.
- When power policy turns on a component, it should consider if the
component was powered off by policy or user. If it was a policy, then
the actual power is turned on. If it was a user, then the actual power
state remains the same.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
