Revise how evs_app's loose files are packaged Update the .mk file so that local file changes are reflected in the $OUT/system image with each local incremental make. Test: Full build and reflash of gordon_peak Change-Id: Ia539e754ea9dd7eef3f41905bca93d53408685b0
