Make CarWatchdogManager systemapi - API review has done, so CarWatchdogManager is now system api. - This CL contains basic implementation to register/unregister clients and report health status. - Test case will come in the next CL with selinux policy configuration. - TODO: checking if main thread is active will be added in a separate CL. Native (C++) code format is required to be compatible with .clang-format file. Run
git clang-format --style=file --extension='h,cpp,cc' HEAD~
Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
