Don't return error on receiving multiple boot-complete notifications. - b/153022388 root-cause was carwatchdog daemon's I/O perf collection module returning error on receiving multiple boot-complete notifications. Bug: 153022388 Test: Tested with the build 6358000 and made sure the system was not boot looping when generating bugreport (via adb) while in welcome screen. Native (C++) code format is required to be compatible with .clang-format file. Run
git clang-format --style=file --extension='h,cpp,cc' HEAD~
Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
