[RESTRICT AUTOMERGE] Add tests and add AutoValue.

- Add BugStorageUtilsTest
- Migrate MetaBugReport pojo to AutoValue.
  This removed 40 lines of extra code.
  It is useful for testing and debugging,
  it automatically creates equals(), toString(),
  hash() methods.
- Add completeDelete - destructively deletes the bugreport from db.
- Add expire bugreport - set status to expired and
  delete zip file.

Test: atest packages/services/Car/tests/BugReportApp/tests
