Update Kitchen Sink to allow us to dynamically change User Restrictions

Updates the Kitchen Sink app to allow for dynamically changing user
restrictions.

Also cleaned up some code for menu options in the main page of the app.

BUG: 123246367
Test: Make and deploy app.  Flip check boxes and verify changes via
"adb dumpsys user" and with playing with the UI.
Verified relaunching still shows the correct set of restrictions.
