Making INJECT_EVENTS the most representative permission for injectKeyEvent

android.Manifest.permission.INJECT_EVENTS is the most representative
permission for CarInputService#injectKeyEvent. Clients with this
permission should be able to invoke this method, disregarding if they
don't have other like android.car.permission.ACCESS_PRIVATE_DISPLAY_ID.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
