Add CarShell package

- This is an empty package with only permissions declared.
- This shares shell uid and used to add car specific permission to shell.
- Each permission added here should get separate review as what can be
  allowed to end-user after shell access should be reviewed in terms of
  safety.

Test: $ adb shell pm dump com.android.shell, check permissions for
      the shell user.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
