Update MobileDataPreference about multi-SIM data enable logic

We shouldn't assume that for a DSDS device, only one SIM can have
data enabled (metered data). There can be cases where user can turn
on data on both SIMs, while one of them is default data SIM.

Bug: 92796390
Test: Manual. Configure a device to be DSDS with different
phone capabilities, and try switching user data button.
