Notify the system dialer when the Carrier VVM app is uninstalled
This extends the original commit f0a71bc4 "Notify the system dialer when
the Carrier VVM app is installed". Send out a broadcast as well when the
carrier VVM is uninstalled, to switch back to the native/default VVM
implementation (e.g., via GoogleDialer).
Port to Android 11:
* Split off again from generic "Modify services Telephony." A10 change
* Make new broadcast protected, same as install broadcast.
