Allow test numbers to be dialed from APM and wait for IN_SERVICE We now have the ability to distinguish between test emergency numbers and actual emergency numbers, so we can fix a long standing testing bug, where you can not place a test emergency call from APM. This change now wait for the phone to move to IN_SERVICE before placing the E911 call.
