Fix upgrade from subId to iccId use in PhoneAccount id. Because the defaultUserSelectedPhoneAccount is based on a PhoneAccountHandle that use to use the subId and now uses the iccId of the phone, the default phone account is lost when upgrading from LMP to MNC. This bug will handle that upgrade step so that the default phone account setting is not lost. Bug: 19785245 Change-Id: I1619a91ba647922ebbec1aeff1a07db92d0e9ac9
