"turn off APM to make a call" message pop-up even when APM off
The phone dial out WiFi call and fails, then Framework got modem report
"380 Alternative Service" and since it is an emergency call and
UE have to turn off airplane mode to let the phone can dial out with
cellular network, and then pop up information "turn off airplane mode
to make a call". But the UE doesn't enable airplane mode. This UI will
confuse end user.
The solution is UE uses "Call failed." instead when airplane mode off.
