Revert "IMS-VT: Add support for video quality" This reverts commit 544dc3be0cad5369bff85ae9889cb8cf6e2c60e1. Remove the broken IMS Settings menu entry from the Calling accounts section of the Phone app settings. The underlying implementation is not present in our system and won't be anytime soon, so remove the menu entry for now. Issue: FP2N-235 Change-Id: Ie1a7f387a255c417ec2a391211599236f92ee954
