Add DNS resolver ABI dumps

API signature of the latest published version is stored as ABI dump.
During build time, an ABI dump is generated from the source code and is
compared against the ABI dump here. The build system ensures that the
latter is backwards compatible extension to the former.

Test: 1. m com.android.resolv, build pass
      2. modify resolv_gethostbyaddr_from_cache() in resolv.h
      3. m com.android.resolv, build error because of ABI checker
