Update prebuilts/sdk @ 3982286

Adds script to update Support Library from m2repository.zip artifact.

Adds extra makefiles to generate v4 and v13 files with statically linked
dependencies. These will be removed once we can migrate all Makefiles to
explicitly include transitive dependencies (sigh).

Test: make ANDROID_BUILDSPEC=vendor/google/build/app_build_spec.mk
Test: make checkbuild
