Update prebuilt signapk to #2709389 aosp-master-linux-full-eng.

The Darwin conscrypt_openjdk_jni shared library is from
aosp-master-mac-sdk #2709389 build.

This update rolls up the following major changes from
build/tools/signapk:
* Fix APK entry alignment bug where output APK alignment could
  become broken if input APK contains STORED entries which contain
  non-empty comment field or extra field. For example, this may be
  the case when input APK is aligned.
