shill: cellular: Update Scanning property in CellularCapabilityUniversal. This CL sets the Device.Scanning property in CellularCapabilityUniversal to false when the modem is in the enabled state but the cellular service has not been activated. BUG=chrome-os-partner:17467 TEST=Tested the following: 1. Build and run unit tests. 2. Verify that the network UI does not show 'Initializing cellular modem ...' when the modem, with an unactivated SIM, is in the 'enabled' state.
