shill: Get rid of an unneeded ScopedVector usage Rolling to a new version of protobuf (http://brbug/548) brings in another version of stl_util.h that, when you make ScopedVectors of protobuf objects, confuses the compiler. Avoid this by switching to a stack-allocated object that's used right away instead of tucked away in a vector for later use.
