shill: Use operator ID from SIM as a fallback regardless of activation. When serving operator code is not available, shill uses the Operator ID property from the SIM, only if service activation is required. This check is incorrect, as sometimes serving operator code may be unexpectedly unavailable although activation is not required. This could ultimately prevent a valid friendly service name from getting created. BUG=chrome-os-partner:17310 TEST=Build and run unit tests.
