Imporve hidl profiling.
* Allow setting custom 32/64 bit instrumentation lib path.
* Enable/Disable profiling directly depends on the instrumentation sys prop.
Test: lunch walleye-userdebug && make
flash the device and test with vts_profiling_configure.
