Add other_vbmeta_digest as a sysprop API

We want to get the value of the vbmeta digest of the inactive slot
to boot into; and use that to enhance the security of the encryption
key from keystore. Expose the digest as a sysprop, so other services
can query it after the ota is installed.

Test: do a update, check that the sysprop is set & match the expected value
